Noong elementary and high school ito ang unang pinapasulat ng teacher pagbalik sa school sa January. Usually ang sinusulat ko eh mag tipid, mag sipag sa pag aaral.
Pero kung di ako i-rerequire, di naman ako magsusulat ng new year's resolution.
Uso pa rin siguro ang new year's resolution sa iba. Pero kung may gusto kang i-improve sa sarili, di na kailangan hintayin ang new year, dapat gawin na siya ngayon. Example lagi kang late sa work, dapat mag isip ka ng paraan para di ma-late kinabukasan.

GMA turns table, asks Noy to show achievement

President Aquinos persistent bashing of his predecessor President Gloria Arroyo prompted her camp to turn the table on him and fire back at Aquino daring the incumbent to prove if his administration actually did anything good.
Arroyos lawyer Larry Gadon, in a phone interview yesterday with The Tribune, said Aquinos consistent attacks on her reflects the absolute incompetence of the present regime. Aquino, upon his election in 2010, was notorious for usually hitting Arroyo, who is now incumbent representative of the second district of Pampanga. In his speeches, he blames her as the reason of his administrations own flaws and in comparing her supposed administration of the crooked path with Aquinos daang matuwid or straight path.
In the past five years, Noynoy has always blamed Arroyo for his own administrations shortcomings. Now this tells us the absolute incompetence of the Noynoy administration because it has remained immature for proving nothing, Gadon said.
In fact, the successes that he has been parading are not his original initiatives. They are ones proposed by Mrs. Arroyo, some are even that of (the late former President Ferdinand Marcos). He has nothing to show that is his, he added.
Arroyo is currently under hospital arrest at the Veterans Memorial Medical Center (VMMC) due to plunder charges along with nine others involving the alleged pocketing of P366 million from the Philippine Charity and Sweepstakes Office (PCSO) which is being tried before the Sandiganbayan.
All the former Presidents fellow co-accused were all allowed to post bail except for Arroyo.
Gadon, who is running for the Senate in next years polls, said the former President did not do anything illegal despite the cases against her because her only involvement in the said case is merely one of approving PCSOs requests of releasing Intelligence Funds with the annotation OK.
Arroyos lawyer asserted Aquinos actual involvement in signing and approval of the Disbursement Acceleration Program (DAP) funds as claimed by its supposed mastermind Budget Secretary Florencio Butch Abad is heavier because what (President Aquino) allowed has been declared unconstitutional by no less than the Supreme Court.
Apparently, other politicians who are not affiliated or friendly with the ruling Liberal Party (LP) such as Mrs. Arroyo, Vice President Jejomar Binay and his family, and even opposition solons are threatened by cases and other forms of what are considerably political harassments through state machinery forces.
Compared to the cases against Mrs. Arroyo, Noynoy committed corruption in broad daylight by utilizing the peoples money to bribe senators to follow his order to impeach (former Chief Justice Renato Corona), Gadon said.
He should be held accountable together with other government officials who committed abuse in power, he added.
Gadon also said Aquinos recent speech during the 80th anniversary of the Armed Forces of the Philippines (AFP) that noted Mrs. Arroyos term as a lost decade is a big cover up to defend his image from potentially a worse predicament than that (of Mrs. Arroyo) after his term ends.
Noynoy should be prosecuted thoroughly and be held accountable as soon as his executive immunity expires. The people have had enough of lies, deception and corruption, he added.
Meanwhile, Mrs. Arroyos Christmas furlough starts today (Dec. 23) and will end on Dec. 26. Gadon said that the former President, who is not that healthy anymore, is looking forward to spend her holidays with her family.
President Aquino is perhaps lacking a compassionate heart. If he still thinks that Mrs. Arroyo is capable of pretending to be sick as if shes a fugitive, he should look at how her condition is right now. Maybe he has no conscience, Gadon lamented.

Upon the signing of the administrations 2016 General Appropriations Act (GAA), a whopping P3.002 trillion for 2016, Aquino referred to the budget in his first year accusing Arroyo of supposedly leaving the government bankrupt after years of re-enacting the budget.
The President described the 2010 budget was the biggest mistake that his administration had to correct.
If you will remember, when he took his seat, we are using the national budget from 2010, and we only inherited the 2011 budget... Think about it: On the 1.54 trillion meant for the whole year in 2010, only P100 billion or 6.5 percent was left for us to use, he said during the signing of the measure.
The chief executive added that the Arroyo administration has made a habit of reenacting the national budget, citing the late approval of the budget, at around April then, which he claimed prove unfair to the Filipinos and must be corrected.
He added items that have already been spent on, including salaries, maintenance and other operating expenses, and others in the past three months were still in the budget. Why are items already paid for still there? Where did the excess go?, he asked.
Aquino went on questioning where the funds went. Last Monday, he lashed out at the former president over her shortcomings in modernizing the Armed Forces of the Philippines (AFP) in a ceremony marking the institutions 80th anniversary.
Meanwhile, Aquino thanked members of Congress that he said worked hand-in-hand with the Executive to thresh out issues with the national budget. He expressed gratitude for the lawmakers for passing the budget on time unlike during his predecessors reign.
We have stopped this cycle. We removed the mechanism that made it easy to abuse and misspend public funds. We pushed for the right process. We also know that once the passage of the budget is late, services are delayed and the suffering of the people lingers, he added.
In the 2016 budget, among departments with a lions share of the funds was the Department of Education at P437 billion. According to Aquino, the appropriations will cover the construction of 47,553 classrooms, 103.2 million textbooks, and 79,691 teaching positions.
It was shortly followed by the Department of Public Works and Highways with a P400.4 billion bulk, which it will spend primarily to build and repair national roads and on flood control projects.
Other biggest recipients are the Department of Defense at P175.2 billion, Interior and Local Government at P154.5 billion, Health at P128.5 billion, Social Welfare and Development at P111 billion, Agriculture at P94 billion, Transportation and Communications at P48.5 billion, Finance at P33.2 billion, and Environment and Natural Resources at P24.8 billion.
