Federalism: Easier said than done

Federalism is a campaign vow of Digong, although it has not been made clear just how he would be cutting up the country into states under a federal system. Will it just be the whole of Mindanao or just Muslim Mindanao? If regions are to be the states, then Metro Manila or the NCR becomes a state in itself. If the Visayas, there would be more and more states, as will Luzon have, and as Mindanao has.

Can the Philippine budget, which is already in the trillions of pesos, afford a federal system, since each state will have governors, vice governors, mayors and down the line, with their own police forces independent of the federal armed forces? Then too, aside from paying federal tax, there would still be the state tax, which would be a burden for the people. And not to forget that each state will have to have its own state executive, legislature and its own judiciary, including its own Supreme Court. Naturally, there will still be a federal Supreme Court, which could still be the last resort — unless of course, the federal system being envisioned by Digong. Comes with it a constitutional court, which will take charge of all constitutional cases, leaving the present SC just the criminal and civil cases to resolve.

Under a federal system, states are independent of the federal governments.

Still, even before Digong and his chosen speaker can do anything to get federalism going, they have to tackle the problem of changing the existing Constitution through a constituent assembly, where the changes will be decided solely by the members of Congress.

And there lies the problem.
