The Comelec voter database allegedly stolen by hackers and made accessible on Wednesday online through a searchable website is now also available in bulk via torrent, a popular file-sharing scheme on the Internet.
A torrent is a file extension for a BitTorrent file format used by BitTorrent clients. Torrent files contain text and point out the trackers for a download to begin downloading from distributors, known as seeders, and requesting clients known as leachers.
Large files, like movies, entire music album, and in this case, the Comelec database, can be downloaded bit by bit from different computers or servers, which already have the file in storage. As long as the machine is connected online, the files will always be available.
For the Comelec database, currently being downloaded by unknown clients, what is unusual right now is one of the seeders or distributor of the file, pointing to a certain mail.malacanang.gov.ph continuously sharing the said database via the file-sharing program.
mail.malacanang.gov.ph is the Palace mail server address.
