Need help deciding between 2 companies

I really need your 2cents with regards to my dilemma. I have job offers from 2 companies, 1st is convergys with 36500 package (amex fraud) but hmo will be in 6months and would only cover half of the bills for my dependents and 2nd is a NEWLY established inhouse financial services company which offered me 27k package but will cover all of my dependents. Which is also very near my place.

I have a family with 4 dependents. Can you guys give me your opinion on which of the 2 should I take?
