My assessment of PNoy's performance in combating corruption:
I congratulate PNoy on the steady improvement of the 'Freedom from Corruption' ratings of the country in the annual 'Index of Economic Freedom' by the Heritage Foundation.
However, the improvement could only be described as minimal and insignificant. In 2010, the country is in the REPRESSED category; in 2015, the country is still in the REPRESSED category.
